The signal you are receiving is ALE (Automatic Link Establishment). The stations perform regular "soundings" on pre-assigned net frequencies in order to maintain a link quality analysis and determine the best operating HF frequency.

I have 10345.0 kHz registered to the Saudi Arabian Air Force Airfields Net but the call sign in the transmission is XSS which is the UK Defence HF Communications System. XSS, Forest Moor, is net control.
