Technically just as illegal as 69XX kHz pirates, but not considered the same by listeners. Really, why would we want to be associated with them? Pirates as discussed in North American Shortwave Pirate generally do not operate on ham bands (maybe with the occasional exception).Any unauthorized broadcast intended for the general public is a pirate
