Russian Navy, indeed. This is RCV Sevastopol and the message format is typical of navigational warnings. Unfortunately quite a bit mutilated as the CW decoder doesn't seem to be aware of cyrillic morse chars. The Turkish names belong to ships (sudami) operating in the Black Sea.
RCV can be heard daily on 3797 kHz around 1800-1900 UTC.
