I don't see any carrier shift and the spectrograph on my kiwi isn't detailed enough to see what part of the audio spectrum is actually being affected. I'm using a raspberry pi - but next time I fire up my desktop, I'll try to look at it with a better audio editor.
I assume it's caused by a variation of transmitted power. I haven't heard any other stations with this consistently identifiable characteristic - and it's too regular to be caused by propagation.

North Korea's SWL station can always be identified by the ~2Hz pulsing of their transmitter, especially noticeable during quiet segments with no audio. I was wondering what might cause this - unregulated power from the generators they use to power the transmitters?

Yes, the first day I heard it was 7049.00 kHz - second day 7049.96 kHz - as per the waterfall display at KPH.
May have guessed wrong about the repetition rate on the first day, didn't think to time it accurately - both days were probably the same.
Fading in and out again today 10/10/18 1730Z 7049.96 kHz from Central OR - not hearing it on KPH yet, maybe later in the day.

Here it is again on 7049.96 kHz this time. Heard from my QTH in Crooked River Ranch Oregon and the KPH KiwiSDR in Point Reyes, CA.

Sorry, didn't get a recording - but if I hear it again I will.
Heard it 3 separate occasions this afternoon, seemed to start at 20 minutes past the hour until about 50, then off.
Definately wasn't transmitting at 3 second intervals, more like 10-15 seconds.
