VHF/UHF Logs, including satellites and radiosondes / 260.370 FM - Pirates?

I have a full quieting signal on them at my QTH.
I can't catch the language, it's not English nor Spanish.
2 each OM speaking to one another.

Also on 263.569 MHZ FF & MM

0115 - I can hear a little music. It keeps falling below the noise line.

0118 - Run 2 by New Order
0120 - Station ID, but I couldn't pull it out
0122 - Touched by the Hand of God by New Order
blank noise at 0123 for 10 seconds or so
0123 - continued
0128 - did he say Wax Radio?
0130 - Give Up the Ghost by Soft Vein
(signal tried to cut out twice)

It's a fairly strong signal, no a lot of QRN but it's still early so it's phasing a bit.
I am using IF noise reduction, BC weak profile at -58.0 dBFS.
