Yes you can.
You need at least a 1.6 quadcore cpu with 1 gig of ram to get any decent sample rate with a Rtl2832 dongle i used a RK3188 "RK3288 even better" installed Debian jessie linux to sd card once booted installing Gqrx was easy just "apt-get install gqrx sdr" thats it !
Now software is limited you have GQRX, RTL_TCP, Quisk sdr,Cubicsdr all will compile on Arm device Oh yea also you can install Sdrsharp on linux using Mono-complete... but audio not to good maxing out cpu.
