Utility / UNID Time interval station on 10000 khz- voice and tone every 10 seconds

Heard this station mixed in with WWV tonight. I have found a listing of other time interval stations at 10000 khz, but I can't quite hear what the announcer is saying. Does anyone know which time station broadcasts a voice announcement and beep every 10 seconds?
