Imagine if your pet care expenses were tax deductible. I would wager that most pet owners have thought about it before - I do every year. After all, we can deduct our own health care expenses and many of our purchases, so why not our pets? Soon, tax-deductible pets could become a reality if a proposed bill passes.

Enter H.R. 3501: the Humanity and Pets Partnered Through the Years (HAPPY) Act, introduced by U.S. Representative Thaddeus McCotter. The proposed legislation would amend the Internal Revenue Code of 1986 to allow taxpayers to deduct up to $3,500 per year for the expenses of legally owned pets. Best of all, it includes veterinary expenses.

According to the proposal, there are two major factors to justify the bill. First, the 2007-2008 National Pet Owners Survey states that 63 percent of US households own a pet. In addition, they acknowledge the positive impact that the human-animal bond has upon people's well-being, both emotional and physical. If passed, the legislation would be effective beginning in the tax year 2010.

To me, this is utterly amazing and, quite frankly, a bit shocking. We all know the high cost of dog ownership and that every little bit helps. This bill could bring a whole new light to saving money on our pets' expenses. Do you want to show your support for this bill and help it get passed? With the help of the ASPCA, write to your U.S. representative and ask him or her to support and cosponsor the HAPPY Act.

Thieves nick transmitter while radio station is on the air

A RADIO station was silenced yesterday when its £50,000 transmitter was swiped.

The plug was pulled on Lanarkshire's L107 - which broadcasts to a potential audience of more than 600,000 - shortly after noon.

Mike Smith's Log In To Lunch show was being broadcast when the airwaves went dead.

The owners said the transmitter had been "unlawfully taken" from the 17th floor of an office block in Hamilton.

The blow came amid a bitter dispute between the new and former owners.

The station was taken over earlier this year after claims that former major shareholder Alan Shields had failed to pay creditors and DJs.

New boss John Prendergast, 31, bought out the shareholding of shock-jock Scottie McClue and offered cash guarantees to creditors and staff.

Yesterday, the new regime at the station gave a statement to police over the transmitter, said to be the size of a large fridge.

It was claimed that CCTV cameras from the office block - South Lanarkshire Council's County Buildings HQ in Almada Street - show two men pushing it out on a trolley and loading it into a van.

Last night, Prendergast said: "It would be like something out of the Keystone Kops, if it was not so serious.

"What we know is that two men got into the office building saying they were from L107 and gained access to the room where the transmitter was.

"Maintenance guys checked the roof of the County Buildings and found the antenna was still in place.

"But when they checked the transmitter room, they found it was gone.

"What the people responsible did not know though was that the council has recently installed a state-of-the art CCTV system."

A police spokeswoman said: "We have had a complaint regarding the theft of a radio station transmitter. Our officers have been at the scene and are investigating."

U.S. rights group sues to protect right to swear   (Reuters) - An American rights group is suing the police in Pennsylvania for issuing tickets, which carry a jail sentence, to people for swearing.

The American Civil Liberties Union (ACLU), which filed the lawsuits earlier, argues that the right to use profanity is protected by the U.S. Constitution.

"Unfortunately, many police departments in the commonwealth do not seem to be getting the message that swearing is not a crime," said Marieke Tuthill of the ACLU of Pennsylvania. "The courts have repeatedly found that profanity, unlike obscenity, is protected speech."

Obscenity, under the Supreme Court's definition, refers to speech that mainly appeals to the "prurient interest" in sex, according to the ACLU.

One lawsuit involves an unidentified woman in Luzerne County in northeast Pennsylvania who was given a citation which carries a maximum penalty of $300 and 90 days in jail after she yelled an offensive word at a motorcyclist who swerved close to her in October 2008.

In a separate case a man was arrested, cited for disorderly conduct and briefly jailed after shouting a double expletive at a policeman who was writing him a parking ticket.

The two are among at least 750 people in Pennsylvania a year who face illegal disorderly conduct charges because of the use of profanity in Pennsylvania, the ACLU said.

Citations for swearing have also been handed out in other states including Michigan and New York, according to the ACLU, which said it has successfully defended about a dozen people in profanity prosecutions.

But the group added that there are more citations given out in Pennsylvania than other states.

"Cops don't understand that there's a legal definition of obscenity and therefore issue citations for profanity," said Sara Mullen, a spokeswoman for the ACLU.

Tuthill added that the ACLU will continue to bring lawsuits until the practice of issuing citations for swearing is stopped.
