I think FAV22 is the French Military morse training facility - which would probably explain the slow speed and clear text.

Your logging would match the noted Sunday schedule (assuming document still up to date).

CJ468 is correct - nothing more to say.

The French DGSE was known with its imaginary call 8BY (Enigma Designator M16).

ROSTOV VOLMET is verified by ID'ing themselves at the and of transmission as I described above.

As we know from Russian officials they give a sh*t on bandplans for their state's communications. If they want they access new frequencies. And they don't give a damn if they mistune a transmitter also...

There are not much coastal stations left that service voice comms in Enlish. Most players only use DSC on MF/HF and voice only via satellite. In Europe there are only but a few stations left sending out navigational warnings and weather reports on MF in English.

Normally they ID themselves at the end of each transmission like "ROSTOV METEO, KONEC" (KONEC ≈ OUT)

Thank you for your answer, which I would like to discuss.

I think that you are not mistaken with the big Telde transmitter station - in fact it really could be a Spanish Navy facility. So far I was not aware that Madrid maintains a remote station there. So thanks for the link to Google Maps.

Even with the geographical address for ARINC Telde (HFDL) you are correct in my opinion. For my documentation I use the information on the blog page UTILITY-PLANET, for example -> http://mt-utility.blogspot.com/2017/03/hfdl-system-table-50-in-effect.html
The position data at the very end of the page ("Ground Station ID 17 CANARIAS - SPAIN") point a little too far to the east, so almost to the airport area itself. But here it is as often with position information: the inaccuracy is in the detail.

In my opinion a permanent STANAG4285 signal does not come from a ship. Most of these signals are so-called "broadcasts", in the jargon also Shore-to-Ship traffic. Running over are - encrypted - weather reports, situation pictures, orders and further military correspondence.

But I do not have any more information.
