This has not been heard yet, but I assume it will commence in the near future. No frequency mentioned though. From an article in the Springfield MA newspapers a few days ago.
SPRINGFIELD — All real-time driver information equipment – including warning signs and highway electronic message boards that should give motorists estimated times of arrival – has been installed for the ongoing rehabilitation work on Interstate 91.
That includes warning signs on approaches to the Interstate such as ones that went up recently on Route 20, otherwise known as Westfield Street, in West Springfield, miles from the highway construction zone.
Preparatory work on the Interstate 91 viaduct has been going on all summer and fall. Major construction, including long-term lane closures, is expected to begin less than a month from now on Jan. 1.

MassDOT will host a a public information meeting at 6:30 p.m. on Tuesday, Dec. 8, at the Naismith Memorial Basketball Hall of Fame Theater.
What's not yet operational is Highway Advisory Radio, said Massachusetts Department of Transportation spokesman Michael Verseckes. In an email Wednesday, Verseckes said the radio stations will be running in a couple of weeks.
Months ago, MassDOT said it will establish traffic information radio stations, advertised by signs telling motorists to tune in. The broadcasts will be available as far east as Ludlow and as far west as Westfield, south in Longmeadow and north in Chicopee. The stations will broadcast traffic information.
