General Radio Discussion / FCC Questioned on Lack of Progress

A number of concerns were laid at the doorstep of the FCC on Tuesday by members of the House Energy and Commerce Committee, including a lack of progress on AM revitalization and concerns that the FCC is failing to tackle pirate radio issues seriously.

At an FCC oversight committee meeting on July 28, House Communications Subcommittee Chairman Greg Walden, R-Ore., shared a number of concerns over “the commission’s lack of adherence to a sound regulatory process,” including a lack of movement on revitalizing the AM band. FCC Chairman Tom Wheeler and Commissioner Ajit Pai were in attendance.

Ticking off a list of five areas of concern, Walden’s final issue was that “AM revitalization is grinding to a halt … and the review of properties is languishing.”

It has been nearly two years since the FCC adopted a Notice of Proposed Rulemaking that proposed to revitalize AM radio in two main ways: by identifying ways to enhance AM broadcast quality and by proposing changes to technical rules that would enable AM stations to improve their service.

However, Chairman Walden was the only congressman to broach the subject of AM revitalization during the session, and no questions on the issue were posed to either of the FCC commissioners.

“AM modernization is high on a number of our priorities,” Walden said in closing out the session.

Concerns were also raised over what one congressman perceived as the FCC’s languishing interest in tackling pirate radio stations.

Rep. Chris Collins (R-N.Y.) said he was concerned by the implication that the FCC does not have “the time and expense” to pursue all pirate radio violators. “To sum it up, we are extraordinarily disappointed that the FCC has said [pirate radio is] not a priority,” he said.

Collins also directly asked Wheeler if the FCC has directed its field offices to “step down and back away from enforcement” when it comes to pirate radio stations. Responded Wheeler: “I have heard that suggestion, but [that directive] did not come from me.”

Collins mentioned a letter that his office received the day before from the FCC that he said laid out some of the commission’s priorities. Wheeler responded by saying that the letter was not designed to say that pirate radio was of low importance, but rather to say that public safety must be a priority for the agency. Wheeler said the commission formed an interagency working group to address pirate radio issues.

The FCC chairman also noted the challenges in clamping down on pirate radio, comparing the search to a “game of Whac-A-Mole” where a pirate station pops up, is closed down and then pops up somewhere else. “One thing I encouraged in that letter is that Congress can also be helpful … by making it illegal to aid and abet the carrying out [of a pirate radio station],” Wheeler said. “We could use some additional authority [from Congress].”

Rep. Collins requested that the FCC chairman provide suggested regulatory language that would help the commission better crack down on pirate stations. “This is an important issue in New York,” Collins said.

“Words are words and actions are actions,” Collins added. “[We don’t want to hear that] ‘maybe someday if we’ve got nothing else to do, then we’ll see what we’ll find in pirate radio.’”

Equipment / Collins to discontinue mechanical Filters

Rockwell Collins Filter Products specializes in designing mechanical filters to meet your unique and evolving requirements. We produce two different types of mechanical filters. For frequencies between 100 kHz and 700 kHz, we create filters made from rods resonating in a torsion mode. For frequencies below 100 kHz, we use flexure mode bar resonators. Our filters can achieve bandwidths from 0.05 to 5 percent.

Over the past several years, we have seen a dramatic reduction in demand for narrowband analog filters. Due to this and other economic reasons, Filter Products will be discontinuing its mechanical filter products in the near future.

An accounting of the changes being made in FCC Enforcement Bureau field operations reveals sizable cuts to both offices and staff, with 44 jobs on the chopping block. And yet the final cuts are not as deep as originally proposed by the FCC earlier this year, with some in the industry placated by the final tally.

The original proposal, released in March via a memo from the chief of the FCC Enforcement Bureau, would have reduced the number of field agents, reduced the number of director positions, cut support staff and shrunk the number of field offices from 24 to eight. Criticism of the plan came swiftly from some in Congress, broadcasters and public safety groups.

The final decision, released July 16, will close 11 offices, eliminate 44 jobs and create more stringent employment requirements for field officers. The decision cuts deep, but retains more staff and offices in far-flung locales like Hawaii.

The biggest change brought about by the final order is the elimination of 11 field offices, which leaves the nation’s largest state, Alaska, without an operating office, and the second largest, Texas, with only one. The West Coast will lose two offices, the East Coast will lose four and the Midwest, which had been served by a lone office in Kansas City, will see its main branch closed outright. The agency said there is a plan to maintain a field presence in Alaska and Puerto Rico, with field agents rotating periodically through Kansas City. Specialized “tiger teams” will fly in and help when needed.

At a press conference after the ruling, it was revealed that there are 98 employees now in the field as part of the Enforcement Bureau’s field op team. That will be cut down to 54 after the reorganization.

According to an FCC source, the reorganization will significantly reduce field office staff and improve efficiency by “right-sizing the management,” effectively reducing a 4:1 staff-to-manager ratio down to 10:1.

The employment qualifications for field operations members are also more stringent. All field agents will now be required to have electrical engineering backgrounds. As a result, six compliance specialists will lose their jobs.

The agency plans to implement a “nationwide outplacement effort” to help discharged employees find new positions.

The NAB said last week that it appreciates the compromise that went into keeping open “many more enforcement offices than was originally proposed,” said NAB Executive Vice President of Communications Dennis Wharton, pointing to the ongoing need to target and track pirate radio operations.

The Society of Broadcast Engineers said it remains to be seen how effective this new structure will prove. “There are still some very good career engineers in the field offices that will be closed whose skills and knowledge should not have been lost,” the SBE stated. “This is a shame. The FCC process completely lacked transparency and public responsiveness. There were far better methods of saving Enforcement Bureau money than the means recommended.

“But the society is pleased that its actions have contributed positively to a better outcome than that originally proposed,” the SBE stated.

FM Free Radio / Indiana radio station hacked by Anonymous

TERRE HAUTE, Ind. (WTHI) – An Indiana radio station was apparently hacked Sunday evening.

If you were tuning in to WXXR 97.3 in Terre Haute, you might have heard a message from “Anonymous.”

“Anonymous” is an activist group that hacks websites, to express their views and messages.

Around 7:30 p.m. Sunday, the FM signal was intercepted and a broadcast message intended for the American people played. It broadcasted for 30 minutes, then returned to the music playlist. Station officials say, they’re just thankful the music was turned back on.

Doug Kirkman, with WXXR spoke with News 4’s sister station, News 10. Kirkman stated, “We are unaware of where the broadcast origin is. It did actually appear to be coming underneath our actual signal. When we looked at our computers and everything at the broadcast station, everything appeared normal though it was quite obviously not normal.”

The radio station is investigating this hacking.
