Is OHR Over the Horizon Radar?  I thought the Russians/British tested this during the cold war and it doesn't work well?

Yes, over the horizon radar. Several types in use. Used now to "smell" how are the waves, the swell, over the ocean. One type sends pulses. Another type sends wobbling tones with a slowing speed, ending typically like the noise of an helicopter on the ground.
