Just tuned into an SSTV image at 03:20 UTC.  Not sure who the fellow is.   
Went back and checked the mp3, and sure enough, I logged the same 2 SSTV images as myteaquinn (his last 2).  Thanks for the ID.  Radio Olah is a new one for me.  Off after the pig SSTV image.

The fellow is Actior Richard Deacon and is a cast member of The Dick Van Dyke Show. I remember watching as a young boy early 1970s, probably all reruns by that time.
