0005z: I'm guessing this was an air check?  Older novelty song with lots of "ha-ha, ho-ho" in lyrics. One song and off, no ID. Good signal. Google sez: "The Laughing Policeman". (2-minute mp3 available - my mediafire file host is so painfully slow now I'm not using it much, but I'll be happy to send audio clips upon request.)
