"Bad Alibi" 4724.0 USB, Reading 34 characters of phonetics

USB voice on 4724.0 with call sign "Bad Alibie" at about 0150Z.  Reading alpha numeric characters using phonetics.  Announced 34 characters and then read them, twice.  Signal has an echo so it sounds like a simulcast from multiple transmitter sites.  Is this some sort of ground-to-air transmission by the military?  73.
