6950 Mystery Carrier

For several days now I have noticed a carrier on 6950. I'll see it in the morning, it is present now at 1215z, fairly strong, about an S8. It will then fade out over the course of the morning.

I don't notice any useful modulation on it, but there does seem to be 60 Hz hum.

I noticed it too this morning at 1124z while tuning around.  It looks to be centered at 6950 with several 60 Hz spaced "spikes" above and below 6950 when zooming in closely using the spectrum display.

I saw the same thing, the 60 Hz spikes. It seemed to go QRT exactly at 2100z.
