The German section forwarded this unsolicited email/eQSL in said language.  Here is translation:

"Today is the last day of the Year of the Rabbit. Tomorrow, February 10th, the New Year of the Dragon begins. The German-language editorial team at Radio Taiwan International wishes you a happy and successful Year of the Dragon!"
