A little help with this digi mode?

Been hearing this mode between ALE transmissions on COTHEN freqs, and would love to know what it is.
Hopefully an easy ID for the experts out there!

The signal sounds like ANDVT, a secure voice mode.  If you are hearing it on COTHEN freqs then that is a high probability.  And the ALE that followed was [TO] 703  [THIS WAS] PAC.
