I have been hearing this signal over the past couple of days.  It starts at just before sunset (gray line).  It is poor to fair signal.  The poster Shortwave Listener said it was Russian.  It does sound like  a channel marker.  My post from yesterday was move by the moderator (not a North American Pirate) to Utility.  My wife says the signal sounds like a heart monitor in the hospital.  This is all I know about this one
The YouTube channel  Ringway Manchester just posted a video on this signal and similar ones.  He says it is Russian military.
