There's a couple in St. Louis area. Mostly the county/city but some have gone on to be licensed stations. I believe KCLC and WLCA were two
RTL-SDR, HDR-14 (2), NS-HDRAD, NS-HD01A, VISTEON HDJUMP XHDATA D-109
