I have it with a fair signal and Ozzy song.  This is probably the Voice of the Sky.  There was post in Broadcast Announcements from VSky on this frequency and time.
0005, Just ID as Voice of Sky.  Into an Eddy Money song, Shaking.

0010 on Brookfield WI sdr with weak noisy S7 signal, "foreplay/long time" Boston from 1976, at 0021 switched to Traverse City MI sdr with same results, "cats in the cradle" Harry Chapin 1974, at 0045 improved to S9 to S9+10,
