Without a date, time, and preferably rough idea of language there is no way to tell who this might be.  Between 11507 and 11513 kHz there are 4 possible sources.

its Denge Kurdistana..Kurdish Voice. Well heard in North America between 16:00 & 4:00 utc. Station is broadcast via Moldova. Its the only broadcast station that uses 11510 KHz. Denge Kurdistana s a strong enough here in MO that I have been able to hear it well on a portable while on a city bus with the antenna poking out the window during the local mornings.

Unfortunately Dubai is (has been in the past) also on that frequency from 1900 to 2300, and Voice of Tibet is slightly above and below that freq at various times.  For me Dubai has been stronger than Radyoya Denge at times.  Further, I have caught WEWN on this frequency, yes that means they were off of their 11520 kHz freq.

I did assume that the time of Abners post was roughly the time of his reception. Denge Kurdistana is the only one at that time. Not sure if Voice of Tibet is  on 11507/11513 anymore that was months ago wasn't it? . I'll have to check tomorrow.
