I just listened to the recording. Not sure what it is, I guess it could be a pirate/(pseudo-clandestine?) that came on just before Milano to catch some listeners?

So, this transmission was definitely separate from ANTI Milano? It sounds cut in before the opening anthem.

The first part of the speech/monologue seems to reference Peter Buxtun:

Other online research indicates that Mr. Buxtun was an active Republican from San Francisco, which the speech/monologue also references.

No idea what the context or source of the speech is, though.

yes - i was recording waiting for anti milano to sign on
i started the recorder about 1455 and this popped up - static from 1455 til 1457 when this popped up and then milano came on over the top.

Maybe no connection to your unid before ANTI milano, but there was an English language unid that followed ANTI milano on 15515. I didn't hear it but many others did. It wasn't there this week.

thanks glimmer - i heard the same station (presumed) today when i tuned in a few minutes before anti milano signed on at 1500z
sounded like a black male, in english, talk of republican party then creamed by milano at toh
