Received via Wessex UK SDR (South West UK SDR).  Asiatic sounding comms, reminds me of the fishery radio chatter heard, well, everywhere.  These guys are very talkative.  Apparently 10785 USB is used by Indo-Chinese village radio comms systems, this could be that?  Not sure.  Interesting frequency choice, 10.784.5 USB on the radio display.
