UnID'd signal content and mode 14063.800 kHz

Sounds like slow CW beacon, but not 1:3 dih/dah ratio. Not Slow Feld. I'm hearing it all day today, every 5 minutes, lasts 2 minutes. It sounds as if there's an occasionally identifiable CW character, but there are characters that are not CW within the 2 minute broadcast. What is it?

Mode identified as OPERA, a weak signal slow speed beacon not using CW.
