Machine Gun Sound on 10.430 MHz

I've been hearing this sound on 10.430 and recently discovered it is also on 10.470. The transmission does not listen before transmit as it QRM's active connections on 10.430. I'm a licensed amateur operator and use regular digital software. I noticed whatever this is did not appear over the weekend but restarted midweek. I made recordings of the sound and saved the original sound samples. I also posted a video of the noise being replayed with Goldwave.
