No idea at all what I'm hearing here at 4372u at o4:50z,
Some guy directing three others referred to only as "Oscar", "Hotel" and "India," sounds like some sort of operation in progress, perhaps law enforcement.

That's a Navy channel. They often do exercises with the Coast Guard there.
