Picked it up with and SDR radio based in New Hampshire (I was away from my gear)  Sinpo 55455.

Was audible in Ukraine with SINPO = 25422 - 35422. Some experimental electronic music last 30 minutes, 0304 UTC - speech by male voice and probably c/d.
