Not sure WTF is going on?   ???

Sounds like crap on SDR-iq using wire antennas, but on TS-590 w/SteppIR on FM it's crystal clear.
Music matches the website associated w/KLDE 104.9

S-3 in Southeast NH on the SDR
S-9+40dB on TS-590 w/SteppIR

OK, upon further research... it's an STL (Studio to Transmitter Link) Audio from the studio sent via RF to a remote TX site. 25.910 is a common frequency apparently in Texas.

Me neither, but thats a catchy tune.

I heard something that mentioned "104.9 FM"

Not pirates, they're legal, licensed studio feeds...

Most common ones recently are 25.910, 950 & 990MHz, all are FM...
910 & 990 are parallel audio, differing quality...
