Can anyone ID this? Is this RTTY?
Can it be decoded with FLDIGI. I'm decoding in RTTY-75w
but seems like random characters or encrypted.

Also 16122ish kHz usb.

This is STANAG 4481 FSK.  It is encrypted.  Although this is what is traditionally called RTTY, these days it is just another data mode and no radio teletype is involved.
