I don't recognize the singer, some woman and it sounds like maybe gospel.  Lighting up my meter at S9 on the west coast.  Is it possible it's a licensed broadcaster?

I heard it, its off now. 7385am here. It sounded Christian music so I'd say it wasn't a pirate.

Given the frequency it was on, it was most likely a commercial broadcaster.

That is part of the 41 meter band, allocated for commercial broadcasting. Most pirates in North America use 43 meters, in particular from 6900 to about 6975 kHz with 6925 kHz being the most widely used frequency.
