unid signal jumping between 19500khz and 20500khz

Hi everyone, on the Twente WebSDR I'm seeing a signal that is recurring in approximately 1.8 second bursts, and is jumping channels periodically.  There is some pattern to it, but i can't quite make it out. 

Frequencies it is jumping to include 19500, 19800 19950, 20200, and 20500khz.  There also seems to be a periodic frequency sweep sporadically on a couple channels that may or may not be related.
