After thinking about it, you did see the article where the FCC secretly surrendered to pirates, saying they
"will no longer be issuing NAL$ they can never collect"??
According to some in the FCC EB, unless you're a valid "threat to health & safety", they will have less offices with better things to do than to chase pirates.
