0120: SS YL w/ 886, 886, 886, 000 null message until 0123; SIO: 353.

0120: SS YL w/ 886, 886, 886, 000 until 0123; should see traffic on 14374 kHz @ 0140; Note: traffic not heard; SIO: 353.

This station does not transmit the third set if the first was a null.  So if the 0100z was a null (as it was in this case) then the 0120z would carry the same null traffic and the 0140z transmission would be skipped.
