Per short-wave.info, Radio Taiwan Int'l (WRMI relay). HM01, the numbers station, uses this frequency but at other times of the day. I think 1800z. at 1700z

Well, it was more of an open mic with people talking / conversing / yelling as if you were sitting in a restaurant and also some background music. It was as if someone just planted a mic in public somewhere. It was really odd.

Could you tell which language people were talking/yelling in?

If it was Spanish, then perhaps Pedro was asleep at the switch, again.

I believe it was in Spanish but I can't be sure. The background conversation and music went on for over 30 minutes. So, from your link description is does sound like Pedro might have been the broadcaster.
