HM01 17480khz 21:53UTC who is Pedro?

HM01 cuban numbers station at 17480 kHz 21:53 utc started with a log series of numbers then the usual data sending and series of 5 digits. Pardon me but i don't know what or who is Pedro if dime one could explain it thanks
