Numbers station 6.739 USB 0348

Just caught the last 3 minutes of a numbers station on 6.739.
Very clear US English male with no hint of accent. Signed off, but was unable to catch the name.
S9+ here in Northern VA.

My East/West sloper had a stronger signal than my North/South sloper by 2+.

Was he reading a mix of numbers and NATO phonetic letters (alpha for A, romeo for R, etc)? If so, that was the USAF's frequency.
