Is it locked?  Remove all sources of power including the clock/ memory battery and use a piece of wire to short between + - in the battery compartment. If that's the case.

When turn the knob for the frequencies it s always example 6005 6010 6015 cannot tune the frequencies between 5 10 15 ect and also when I press the meter button it does not do anything mw and lw buttons when I press on them nothing happens

Those sound like hardware problems not related to a memory reset.
I think that radio has to be set to "fine" on the slide switch for less than 5 khz.

If that radio has been stored for a long time , you may have physical problems with the contacts.
That wouldn't have anything to do with memory.

Low tech approach would be to press them like a hundred times each .
If it doesn't start working, then you'll have to look inside taking the radio apart.
Sounds to me there is corrosion from maybe moisture and sitting unused for a long period
Beyond that these radios are very difficult to work on.

If the other buttons work like they should , that sounds like a problem in the individual momentary switches .

There's a slide switch below the tuning knob that sets the tuning rate for the knob, fast, fine, and lock, you want the fine setting for 1kHz. You can crank the RF gain and use the tuning buttons if you want to scan in chunks. My main complaint with the 818 I had was it was touchy, you could barely brush the switch and you were tuning in chunks.

If you want to switch bands, you have to type in the frequency then hit the band button. They were designed that way in the early runs. Say if you want to listen to NPR on 88.5, you have to type in 8-8-.-5 then hit the FM button. Annoying as all Hell.

I hope that helps. (All knob and switch info taken from a fried 818 next to me.)

Can you key in a medium wave freq like Pigmeat suggested?

I don't have one of those here. I have a 380 /San 808 it's from about the same time with identical controls. Mine goes directly to the band if you type in the freq and press enter. But I do remember the 390 maybe is different.
All the issues point to contact problems so unless you can get it working by some some easy means , frankly unless it's an obvious fix , there's little you can do.
The 808 I have has had multiple issues, honestly they are good radios but not surprised to hear of not working or fried

The buttons on the front are leaf switches and they are behind a rubber mat on the pcb.
Slide switches make the radio more affordable and for space reasons but opinions of those are not favorable . They do benefit from being used .

To reset the 390, take the batteries out and leave them out for 15 minutes to half an hour, then re-install them.

Like the other poster said, if you want to tune in 1 khz increments, you switch the tuning speed to "fine".

Exercising the tuning / lock switches will help them work better if the radio has been stored a while.

Remember it's winter, sometimes radios act weird when you install batteries in winter. A static charge can mess with the microprocessor.
