Taking two full minutes to send the message, a bit longer than usual. Naturally with yesterday's geopolitical developments, one speculates that there's a connection, but obviously there's really no way to know.

Listened via Utwente web SDR, decoded message using Rivet. There may have been an error, so I'm going to tune in again at 1540 at 14447 USB.
