Chris: Had a look at my African low bands shortwave manual which was updated late September 2017 and found the following:

Voice Of People Of Somaliland, commenced operation 17th August 2017 with limited schedule 1900-1930z on 7.235MHz AM using transmitter located Talata Volodry, Madagascar. 

This station appears to have links with: somalilandvoice.co.uk

No other details to hand, have heard it here with a very good signal the other morning while tuning about on the sunrise. ;)

Being based in the UK (per the domain) and transmitting from well outside the country tend to make this look like a clandestine. The website is entirely in Somali, but google translate makes it somewhat comprehensible (although this translated line made me chuckle: "The Voice of the Democratic People's Party is a new radio station that has joined the Somaliland media, and is going to spend 7325 kilograms per night on the Horn of Africa at 10pm per night, with a boat of up to 10:30 .")

Yes, it points to Clandestine category, I thought this when I seen the brief transmission schedule and transmitters off shore too. 

I didn't bother with the web site, even though it's in the UK I am careful with what I "click" these days.
