Sounds like SSTV(?) or FAX.  Fades in and out.

If it _is_ SSTV, is there anyway to tell what mode?

Scottie, if I recall correctly, I've only correctly copied SSTV a few times' in my case it was always mostly luck. On the pirate bands seems like Scottie is best to start.
