 Requirements: It should operate at least to 41 meter band, it should be designed with adequate harmonic and spur filters. Should come with or without a modulator, it could come as MOPA, master oscillator power amp, but a driver doesn't need be a provide other than conditioning gates to convert sine waves to squares. :P
