wasn't sure if it was "I" or "EE" 
NEED is an odd identifier for an aviation navaid unless this beacon is not intended for aviation
cannot find it in any aviation nav database or any of the usual NDB references.

Did some searching, cannot find any current NDB or NDB approach for Felker AAF @ Ft. Eustis VA.
Did find a RWY 14 NDB approach on some old obsolete approach plates that showed a 226 FAF NDB but it seems this beacon has not been heard for a while.
Just trying to figure out what kind of a beacon NEED might be @ Ft. Eustis.
Obviously too much time spent by me obsessing over this stuff.   ::)

It remains of unknown purpose, but related to the military.

Earliest reports in 2007 had this as being a portable NDB under test at Ft. Rucker, AL.  It seems to have moved to Ft. Eustis, VA around 2017 after a hiatus, and some do not consider this to be a portable any more.

At any rate, it counts as "another one logged" in your totals!
