Possible radiotelephone link.  See the peskies forum - there are several of these radiotelephone link systems operating out of Latin America in the 6600-7000 kHz range, using both USB and LSB modes.

I've heard those 2 speaking there a few times also, sounded French Canadian to me mytea.
