Very poor copy but with a 20db preamp sitting on 1710, I'm hearing a woman preaching (yelling) "hallelujah! hallelujah! hallelujah!" rising out of the noise, but the prononciation is more like "hallelusha".  I could be wrong, but it doesn't sound Spanish and it doesn't match Radio Reten out of Baton Rouge.  Any ideas?  Another mystery!

After listening to the recording again, it is Spanish, so it seems another Spanish language religious pirate is occupying 1710, aside from the Baton Rouge station.
