Possibly Asian in origin.  CW on-going on top of the SSB voice comms.  Voice on 4190 kHz USB mode, CW on 4191 kHz.  Reminds me of another log made by another poster on here a bit ago, possibly the same group from Asian fisheries.

After some Googling, it appears that this frequency is quite active and has been confirmed by a third party monitor as a Japanese fishery radio net - at least the CW activity on 4191 kHz (zero-beat frequency 4191.0 kHz, so 4190 kHz in USB mode).
