I heard long winded CW on this freq similar to what WA4FHY reported one night last week. Since I had no idea what the message was about or what category this would fall under, I didn't report it.   6823 was the freq however

Isn't 6825 kHz used by the French military for CW and SIGINT interception radio operator training?  This could be related to that - and possibly the activity heard on 6732 kHz USB.
