Not sure where this is from or the mode... but a very strong signal. Now to figure out what kind it is.... This might be the one NJQA mentioned near 403 MHz? Nope! There is another on 403.0 MHz!

Update - It is a RS41. Perhaps the same one I observed on 402.3 MHz a few times last year.

The first frame was 4785 at 14:27:59 UTC, that implies a power on time of 13:08:14 UTC. The path looks similar to the end of the NWS Sterling launch from 1100 UTC, so perhaps it came from Dulles Airport as well.
