6946kHz? wtf?

There is constantly--for the last 6 months or so-- a big glob of something centered right around 6946kHz. USB? LSB? Both? No idea, but I just now (2354utc-01/30/2012) noticed voices down in the mix. Anyone know what this mess is? UTE? Military stuff?

I've noticed Link-11 there recently, but not hearing any here atm.
