Misidentified I believe. Signal is most likely Thales Systeme 3000. Long transmission just now see recording below

Update:

Found a second frequency 6.775 USB Both 3391 and 6775 are listed as Japan self defense force morse stations.
Thinking this is a JSDF network.

 3391.0 & 6775.0 are both MARS frequencies & that mode is HF VARA.
